I just noticed it yesterday. It's not hard at all, and it's pretty similar to what the rest of my lip is. But it is like a "puffing out" of part of my inner lip. There doesn't appear to be a ball inside of it, and I cannot shift it around... it just like appears to be full of air or possibly some fluid.
It's also really irritating, but doesn't hurt at all.
