New mucocele?

I had my mucocele removed a month ago, but now another one seems to be forming at the same site. It's pretty wide, but it doesn't protrude as much as my first mucocele. I'm very reluctant about having to go for another surgery, mainly because I'm concerned about my lip being asymmetrical afterwards. After the first surgery, it's slightly less full on one side. Can I avoid that with laser removal?
Also, I've heard that sometimes what looks like a new mucocele is really only scar tissue, though I'm not sure that's true in my case. Can anyone tell me what exactly scar tissue looks like?
