see a doctor and get it surgically removed.
its the best way.
DO NOT pop it, if it goes away it may come back more severe.
If you do, you can really damage your lip, making it worse.

See a dentist to have the diagnosis confirmed.
A mucocele is not a pre-cancerous condition and essentially dont not require removal unless it is bothering you, i.e. its painful/tender, its getting in the way of your bite or its swelling and changing the apearance of your face/lips.
