Is this a mucocele?

Hello!  I'm a new member.  I have had a lump on my bottom lip for the past 11 years due to an accident.  I have always thought it was scar tissue causing this.  I went to a plastic surgeon yesterday who told me it was a mucocele. 
A photo is below of my lip...is this what it is or something else? 
Also, would you recommend going to a plastic surgeon to get it taken care of or a dentist? 
How long is recovery time? 
Am I likely to get more mucoceles with this surgery?

If you really trust the ENT? I guess? Given the # of people here who are unhappy with surgery outcomes, I'd do everything you can to get in with the best oral surgeon in your area, someone who can remove everything with the smallest cuts & lightest touch to prevent new ones.

Well, that's the thing...I don't know who to trust.  Out of the dentists, oral surgeons, and ENT's I've seen, a plastic surgeon that I saw two days ago was the only one who put a name to this mystery bump.  I don't see too many people going to plastic surgeons for this kind of thing. 
Thank you for your response, I will try to locate an oral surgeon in my area.
